The "time before sync" is accurate or at least reasonably close to real time.... but the "time after sync" fails to correctly account for the DST Bias of 60...

Just installed the 5.02.006 version. My alarm output count was at 7 before (with 5.02.005), and remains at 7 after (with 5.02.006). The extra counts may well be related to the camera's speaker & strobe, although in my case the alarm output counts didn't change. Color me puzzled on this one...
Is it just me ? or is the Number of Alarm Outputs incorrect ?
My NVR = 1 alarm output
Camera 1 = 1 alarm output
Camera 2 = 1 alarm output
By my count, that equals 3 alarm outputs, yet the HIK firmware suggests the count = 7.

I too had initial problems getting Live View to work with my Chrome browser. Seems Live View does not start automatically. That said, (with firmware 5.02.005) I was able to get Live View operational.

As was previously indicated, it's not normally needed / recommended BUT there are times when it aids in troubleshooting problems in the isolated NVR POE network.

plug your laptop into a free POE port on the NVR (i.e. NOT the LAN port)

Not a good idea for a few reasons:
you're now pushing the 2 new cameras thru a single 100Mbs port. Not ideal, but it would (probably) work if you stay at 2 cameras.

A few thoughts:
having the NVR plugged into the wrong port, doesn't help. Good you have that sorted now.
isolating your cameras and NVR on VLAN40 would seem to make sense to me. Anyone trying to access VLAN40 has to go thru your router. And your router has the opportunity to permit or deny...
From my vantage point, the problems you're encounting are 3-fold:
VLAN1 packets are currently travelling "untagged" in your network creating the mass confusion you're in.
the DHCP Server you have on "EACH" VLAN. You'll need to sort your DHCP Server(s) out once you fix your VLANs.

Your unmanaged switch is not supporting IEEE 802.1Q (aka VLANs). Your switch needs to supports VLAN tags for your design to work.
None of your devices (NVR, printer, etc.) will understand VLAN tags, thus for things to work as you've designed:
