    I just tried setting things up that way on my system... and it happens exactly as you describe... One other thing you can do is go to Camera/Camera/PoE settings/PoE Binding Configuration and uncheck "Enable" for any PoE ports you are not using... if you have OCD like me :)

    Most of the time the subnet mask is 255.255.255.0... is that what it is on the working cameras? I assume you are looking at the subnet mask in the web GUI on the camera... just change it right there and hit save?
