The cameras I have stuttering on are DS-2CD2387G2-LU (G5 series) and DS-2CD2087G2-L (G3 series)... only when set to 16384K bitrate and only on the NVR playback (iVMS-4200 playback works fine).

I had a DS-7608-NI-I2 like yours and switches/PoE/networking was not the problem. Incoming bandwidth/noise and today's news is much more troublesome.

I just tried setting things up that way on my system... and it happens exactly as you describe... One other thing you can do is go to Camera/Camera/PoE settings/PoE Binding Configuration and uncheck "Enable" for any PoE ports you are not using... if you have OCD like me :)

Most of the time the subnet mask is 255.255.255.0... is that what it is on the working cameras? I assume you are looking at the subnet mask in the web GUI on the camera... just change it right there and hit save?
