How to view the "maintenanceData" file ( what encoding does Hikvision use for their log files? )

I exported the log from a facial terminal, but seems some obscure encoding, I assume Hikvision has special software to read these debug files, anyone have a copy of the software?

As we can see, they have encrypted it / encoded it to probably need a special viewer.
