Access Control / Biometrics option for large building with 13 restricted doors

I was hoping to install the DS-K1201AMF, but then it turned out you need a separate controller and Hikvision doesn't support large-scale installs so their controllers are limited to a maximum of 4 doors.

Silly system.

So, I am open to suggestions, what is the most cost-effective access control solution out there today?
(we do not want to use tags, they get lost, stolen, handed around, etc.)
