Make sure you've set the minimum and maximum target size as well as the Human and/or Vehicle filter. Also if you log into the camera directly you'll see an additional option for 'Target Validity' that may help. Target Validity is how confident the camera is that it's detected a Human (and not a magpie!) Unless you mean that the parked car 'appears' from the darkness when the lights turn on? In that case try line crossing instead.
