Hikvision NVR red power button, just beeps after restart

I changed the IP on the second NIC in our Hikvision DS-9632NI-I8 and it told me it had to restart. It is stuck with a red power button that just beeps if I unplug the power cable and plug it back in. I do not hear the machine booting up and I get no image on the attached monitor. If I press the red power button once, the beeps stop but nothing else changes.

Try accessing it using a web browser via the local network on either of the 2 IPs you have set - it may still be accessible.
