Hikvision camera with this functions ?

Yes - the bullet camera series are ones I use for exactly this purpose. I have the "DS-2CD2032-I 12mm 3MP IR Mini Bullet Camera " - you will also need a POE injector if you don't use a POE switch. It supports SMB and NFS shares for uploading to a NAS. I use a QNAP NAS and SMB shares for recording the motion-video. Camera does motion detect snaps as well. I use snapshots with FTP.
It has a playback interface that is really useful - allowing you to jump between motion events, and it supports pre-record as well. I have also used it with BlueIris, but TBH, the built-in interface is enough for me.
