FTP to Hikevision camera

I am trying to configure FTP server to work with Hikevision camera. Nothing works. I have ran out of resources (reading internet forums, youtube videos, local advises). I did port forwarding for the FTP, port 21. Set up FTP server through router, (I access it via WEB browser, but only locally, somehow public IP doesn't work for accessing via browser). When I set up my camera, it always say, that it failed to connect / or test failed. I enter 196.168.1.5 (ftp://196.168.1.5), and it produces errors. I even disabled windows firewall, still not working.

There's a lot within your message, I don't know where to start.
FTP is a standard feature of almost all IP cameras.
Are you still having problems?
