See 3 iii in the document attached here, and check whether you can ping the hik-connect servers from a PC on the same network as your DVR:

Yes

dev.eu.hik-connect.com is ok
dev.hik-connect.com is ok

But
litedev.eu.hik-connect.com , is not ok

Not all of the hik-connect servers will respond to echo requests (ping). This doesn't mean they are unavailable. Hik-connect predominately uses Amazon Web Services and some of the servers will reject echo requests. The IP was resolved in the capture below but the server refused to reply to my ping.

This should not effect the camera's link to litedev.eu.hik-connect.com as the port/protocol are completely different.

In your 4th screen capture it looks like Hik-connect sees the device. What happens when you try add it?

it warns like in the picture. same with the phone. I tried everything but it does not. Connection only possible with WAN

Have you configured port forwarding to achieve this?
Yes
But , I cannot receive notifications this way. Problem when IP changes automatically

Hik-Connect does not need port forwarding.
If you remove that I think you will then be able to add your camera at the Hik-Connect web portal, and use the Hik-Connect App fully (including notifications).

yes it doesn't need. I had to open it because Hik-connect was not connected in any way. So if I hang up it doesn't connect

I can't find a solution
