i don't see any tftp protocol packets on wireshark even tho the hikvision dvr ip seems to be pingable does that mean the dvr actually is not even attempting to send the tftp packet??

i have tried that python 2 tftp server script and it also gets stuck in the waiting for client phase does having a smaller firmware stop it from attempting tho? because even if the firmware is larger the client should at least attempt to connect to the tftp server
